Here is a fact sheet on the 1966 National Space Policy. I skimmed through it
and could not find any proviso expressly forbidding human missions beyond
Earth orbit or funding technology leading to that endeavor, as stated in
Dana Johnson's article in Ad Astra. Perhaps I didn't read the "fine print."
